This article presents a review of the published literature identifying studies that evaluated interventions to link individuals to substance use disorder services upon community re-entry from jail and to describe these interventions, associated study characteristics, and outcomes.

Christine E. Grella, PhD
Dr. Grella is a Professor of Psychiatry and Biobehavioral Sciences at the Integrated Substance Abuse Programs (ISAP), Semel Institute for Neuroscience and Human Behavior, University of California, Los Angeles, and Senior Advisor of ISAP. Her research focuses on the intersection of multiple service delivery systems, including substance abuse treatment, mental health, child welfare, health services, HIV services, and criminal justice. She has had more than 150 works published in peer reviewed journals.
Erika Ostlie, MA
Erika Ostlie provides executive leadership and oversight for all of Carnevale Associates engagements, crafting overall company strategy and shaping all service offerings. She is also a subject matter expert in program evaluation, juvenile and adult drug courts, substance use and mental health treatment, and the use of medications to treat opioid use disorder within the criminal justice system. Her work has been published in multiple peer reviewed journals.
Barbara McMillan, BA, MS, EdD, LPC has 35 years of experience as a therapist, clinical director, and administrator in mental health and substance abuse programs. She holds degrees in psychology and education, and has been a licensed professional counselor and supervising counselor for many years. After 18 years in various roles in private and public mental health settings, she became a full-time college psychology and sociology instructor.
