The Office of Professional Licensure and Certification (OPLC) provides administrative support to over 50 professional Licensing Boards, Commissions and Councils responsible for licensing and regulating their professions within the State of New Hampshire. Through the NH Administrative Rules and Administrative Boards, the OPLC is able to fulfill its mission that ensures public safety and efficacy.
The OPLC certifies Substance Use Peer Support Specialists. Mental Health Peer Support Specialist requirements are overseen by the New Hampshire Department of Health and Human Services, Bureau of Mental Health Services (BMHS).
INITIAL LICENSING/CERTIFICATION
No more than 25% of the required education shall be obtained by the applicant online. This maximum shall not apply to educational hours obtained as part of an online college program or from an online training that is live and simultaneously interactive.

Licensed Drug and Alcohol Counselor
INITIAL LICENSING
Total at least 300 hours, including:
- 6 hours of education in confidentiality
- 6 hours of education in the 12 core functions
- 6 hours of education in ethics
- 6 hours of education in HIV and AIDS
- 6 hours of education in suicide prevention
The remaining 270 hours should cover the 18 categories of competence: (1) Data collection, (2) Diagnosis of alcohol or drug dependence, (3) Initiation of treatment, (4) Crisis response, (5) Knowledge of human growth and development, (6) Counseling, (7) Client and counselor therapeutic relationship, (8) Evaluation, (9) Termination and follow-up, (10) Record keeping, (11) Verbal communication, (12) Knowledge of regulatory issues, (13) Community utilization, (14) Knowledge of alcohol and drugs, (15) Knowledge of sociological factors, (16) Knowledge of physiological factors, (17) Knowledge of psychiatric factors, (18) Knowledge of treatment issues.
No more than 25% of the required education shall be obtained by the applicant online. This maximum shall not apply to educational hours obtained as part of an online college program or from an online training that is live and simultaneously interactive.
RENEWAL
A total of 48 hours of continuing education biennially including:
- 6 hours of Ethics
- 6 hours of Suicide Prevention
- 24 hours from Pre-Approved Courses
- 12 hours from the following categories of competence: (1) Data collection, (2) Diagnosis of substance use disorder, (3) Knowledge of alcohol and drugs, (4) Knowledge of sociological factors, (5) Knowledge of physiological factors, (6) Knowledge of psychiatric factors

No more than 25% of required training shall be obtained online, provided that training received as part of an online degree program or an on-line training shall be live and simultaneously or at the same time interactive shall not count towards the 25% maximum.
RENEWAL
6 hours in Clinical Supervision every 2 years. No limits on the number of hours obtained online.

Certified Recovery Support Worker
INITIAL CERTIFICATION
The required education shall consist of at least 46 hours covering the 4 domain areas, to include at least:

16 hours of education in ethical responsibility inclusive of substance use recovery services, ethical boundaries, and 42 CFR Part 2 and HIPAA confidentiality laws

10 hours of education in advocacy inclusive of substance use recovery issues and 6 hours of education of suicide prevention training

10 hours of mentoring and education training inclusive of substance use recovery issues and 3 hours of mental health and co-occurring training

10 hours of recovery and wellness training inclusive of substance use recovery issues and 3 hours of HIV and AIDS training

RECERTIFICATION
A total of 24 hours of continuing education biennially in the subject areas of General Substance Use Counseling, Ethics and Suicide Prevention
